The unique economic and geographical location of the Vladivostok agglomeration, the natural potential and the absence of significant alternatives predetermine it a special role in the implementation of geostrategic and economic interests of Russia in the Asia-Pacific region.The current state-wide geopolitical and general economic strategic functions performed by Vladivostok can be summarized reduce to the following:- defense functions associated with the deployment of individual structural units of the Pacific Fleet, as well as naval units of border troops, customs and other services ensuring the military and economic security of Russia in the east;- port-transport functions that led to the creation and functioning naval, sea trade, sea fishing and passenger ports;- maritime functions that led to the creation of port transport, fishing, fish processing, shipbuilding and ship repair, instrument-making enterprises, auxiliary industries;- foreign trade and transport-transit functions, consisting in ensuring export and import, including their transport and customs services;- scientific and educational functions, consisting of fundamental and applied research of various problems, primarily related to the ocean and the rational use of the region’s natural resources, in training highly qualified specialists for the Far Eastern region in general, as well as for individual Asia-Pacific countries.It should be noted that these functions sharply strengthened by the creation of the Far Eastern Federal University in Vladivostok and the development of the Far Eastern Branch of the Russian Academy of Sciences;- tourist functions related to the historical objects of the city, its wide access to the sea;- cultural and educational functions - based on successfully working there are theaters, museums, art galleries, etc.Thus, by the beginning of the 21st century, a clearly expressed multifunctional role of Vladivostok took shape. Vladivostok already performs a number of significant functions, including:- international - based on the consulates general here a number of Asia-Pacific countries (China, USA, Japan, North Korea, Republic of Korea, Vietnam, etc.), representative offices of large foreign companies, conducting international forums, festivals, etc .;- all-Russian;- all-eastern;- regional;- municipal.Almost all of the main functions of Vladivostok have great prospects, despite the fact that the development of many of the above functions in both qualitative and quantitative terms in the last decades of the XXI century slowed down. Implementation of the program for preparing the city for the APEC-2012 summit created favorable conditions for a new stage in the development of these functions. The need to preserve and significantly enhance these functions has for Russia as a whole is not only socio-economic, but also important geopolitical value.In the future, the city will remain multifunctional: a port-transport, industrial, scientific, educational and cultural, trade and financial center, performing international, all-Russian, all-eastern, regional and municipal functions.With this in mind and in accordance with forecast estimates, priority.The functions for the city in the long run are as follows:1. Contact functions: ensuring the development of a variety of resources.Of the Pacific Ocean, the ties of land-based types of farms with marine and, at the same time, providing communications, interactions of Russian regions through the Far East, PrimorskyKrai with Asia-Pacific countries. Therefore, priority is development port, logistics, transit and transport functions and infrastructure foreign economic activity (terminals of sea and fishing ports, marine and fish service fleet, ship repair, storage facilities, access railway, international airport, diplomatic and economic representations of other countries and foreign companies).2. Development of research and development for development and rational use of ocean resources and the contact zone "Land - ocean" as a whole to solve environmental problems.5. Development of various types of tourism, tourism infrastructure, facilities tourism, including specific ones related to the ocean, with Asia-Pacific countries.6. Development of education systems, science, cultural objects.7. Development of the most profitable species in the prevailing market conditions economic activities: fishing and food industry, production a wide range of consumer products.The market for such industries and service companies may be expanding demand both in the city and the metropolitan area, and in many areas of the Far East as a whole, as well as in various Asia-Pacific countries. Certain types of products and services may be in demand and effectively sold in other areas of the Russian Federation and in the CIS countries.ConclusionsThere were several periods in the history of Vladivostok when new important prerequisites, factors that contributed to the activation of socio-economic mental development. These were government decisions on the development of Vladivostok (1960, 2008, 2015), the opening of the city for international relations (1991) other. Moreover, the development of the city has always been based on such objective factors like its unique economic-geographical and geopolitical position. In the future, these factors will have a great favorable effect impact on the integrated development of the city and its spatial environment, that is, the entire agglomeration.In the 1960-1970s, the features of agglomeration development were identified, which recently began to appear more fully. These trends are necessary consider in territorial planning and management. State programs, government decisions and research show that Vladivostok and its agglomeration will remain in long-term development multifunctional entities with a large share of international contact functions. New innovative quality must be acquired by industrial, transport and logistics, scientific, educational and cultural and educational functions.In spatial terms, the Vladivostok agglomeration will develop mainly along the coast of Peter the Great Bay, centered on the peninsula Muravyov-Amursky and expansion to the north. As a result Vladivostok and its agglomeration will turn into the largest center of the Pacific.
